A graduate with a Master in Management from ESCP-Europe and from the Institute of Political Studies (IEP) of Aix-en-Provence, Jérôme Balmes began his professional career in 1999 as co-founder and Managing Director of the agency Mediastay.

In 2001, he joined Vivendi’s Institutional Affairs Department as Project Officer. In 2005, he was promoted to Director of Studies and Projects within the Strategy, Development, and Mergers & Acquisitions Department, where he handled Internet, media, and telecom issues. In 2006, he returned to Mediastay, based in Paris and San Francisco (United States). Alongside his professional duties, in 2014 he became a board member of Djump, a Belgian car-sharing start-up.

Previously a Partner at Alpha Capital Advisors since September 2015, Jérôme Balmes joined the French Insurance Federation in 2016 as Director of Digital and Innovation.

In September 2021, he was appointed Director of Business management and Technology, and in July 2024, Director of Data, Technology, and Innovation. He is responsible for supporting the digital transformation of the French insurance sector, coordinating France Assureurs’ work on key issues such as open finance and open insurance, artificial intelligence, and connected and automated vehicles.
